Probably: Blackening skin is, by definition, gangrene.  Low blood flow or infection is usually the cause.  If it is relatively localized and superficial it may eventually heal on its own.  If it is deeper, it may require higher level amputation.  Your surgeon will be able to tell.

Need to adapt: You have a permanent deficit.  Many children with cerebral palsy learn to live with their disability and are active and participate in regular sports and activities.  You now have a form of acquired cerebral palsy.  Learn to adapt to it.  A good therapy program will help, and trained therapists can be sure that you have the best bracing and stretching methods to provide optimal outcome.

my mom is going for stent in lower limb due to ischemia that caused toe amputation (wound not healing). will this resolve the problem?

IS SHE DIABETIC?: the biggest question is , is she diabetic?.
the stint will improve perfusion, and circulation to the limb, but diabetic have a small vessel disease , which mean the blockage started from the end and spread up VS regular PVD started from larger vessel and goes down.
either way the stint will help, but might not cured, since it s not going to cure diabetes.

Unlikely.: It sounds like your spasticity is so tight that it is focal rigidity and is refractory to other treatments.  Although the answer is complicated, for brevity, it is unlikely that spasticity producing pain, skin breakdown, or some other secondary effect will require  an amputation.  In addition, if pain is a problem, you may end with phantom pain thus compounding your problem.

Lots of options: Sometimes Neurontin or Lyrica (pregabalin) can help with this pain. If the amputation was recent, these symptoms should resolve without further treatment but the above meds can help while you are waiting for things to get better.

Abnormal nerve: Neuropathy is a condition resulting from abnormal nerve function. Neuropathy can be due to certain vitamin deficiencies, nerve damage due to trauma, alcohol consumption, radiation, side effects of certain medications, or due to certain medical conditions such as diabetes.  Treatment varies depending on the cause of the problem.  Have it evaluated and appropriately treated.
