Dizziness: Dizziness has many causes.  The kind that occurs with changes in position may from an inner ear process or something that affects the blood pressure like what you describe.  The tinnitus is a bit harder to explain unless you have, again, something that is affecting the inner ear.  If it resolves quickly that is a good sign, but definitely discuss this further with your doctor.

So you need a detailed history for the causes of low BP, a good PE with BP MEASURED supine, seated, standing and after exercise. Then some lab tested directed by the Hx and PE. Start by seeing internist.

It is not always: A low blood pressure in many cases is not a problem. If it is low for some bad reason such as bleeding or deyhdration, the blood supply to vital organs such as the brain, kidneys, and heart is diminished. Those organs then cannot function normally because of the lack of oxygen and symptoms and damage to the organs results. (like passing out or having a heart attack).

It's arbitrary: Normal blood pressure is defined as 100-129 systolic, for both males and females. But some people have lower blood pressures and still have adequate perfusion of organs, without any symptoms of dizziness, and hence it is "normal" for them. If somebody has baseline BP of 85-90 and tolerates this fine, it may not be pathologic. That said, this is far more common to see in females than males.
