Could be : Hypersensitivity in one of the nerves but sounds like shingles. Depends on how long it has been going on. Could also be a pinched nerve in your neck or shoulder.  Difficult to know without more details and or an exam.

i have developed a rash & no clue what it is.  started with red bumps on left waistline, then right, then right arm, now left.  it looks almost like severe acne, but isn't and itches.  any ideas?

Musculo skeletal: The pain sound like muscular, you may have tendinitis of the shoulder girdle muscles. Have it checked out and may benefit from anti inflammatory and physical therapy.

Before or after?: Did the itching start before or after the procedure? If before the procedure, then nerve irritation is a likely possibility. If itching began after the procedure, then allergy or other chemical irritation is likely. So consider an antihistamine like benadryl (diphenhydramine).

Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

ARM ITCH: How long? What do you do with your right arm that's different from what you do with your left arm? Think about it. Is there any pain? If there's itching and pain this can signal shingles if it persists. See a doctor.
