Not the best option: Low potency topical steroids like Locoid (hydrocortisone butyrate) lipocream can help with the inflammation around the lips when they are chapped.  They should be used for a short period of time ( a couple days) then transition to a non-steroid option like vaseline petrolatum ointment or aquphor for long term control.  Chronic use of steroids on the lips can lead to permanent side effects.

Depends on cause: Knowing the cause of rash is helpful in determining if the Locoid (hydrocortisone butyrate) will help.  Locoid (hydrocortisone butyrate) and other topical steroids are good for non-infectious inflammatory disorders of the skin like eczema, dermatitis, psoriasis and allergic contact dermatitis.  However, fungal and bacterial skin infections will do worse with topical steroids.  See a doctor if it does not improve.

There are many balms made just for chapping, so best to use those instead. If you're in the wilderness and need ideas, butter, cooking oil, vaseline petroleum jelly better.

Creams: The patches will fade with time- several months. They will not tan  either. Moisturizing cream and topical steroids as you mention can be used. You may also consult with a chinese medicine practitioner as they may have some herbal creams that help restore the pigment faster.

It should: Arthropod (bug) bites respond over time to topical steroids. Locoid (hydrocortisone butyrate) is a brand of one such type of topical steroid. Usually twice a day for a week or less is enough.  Be sure to see a doc if redness, pain, swelling worsen rather than improve.
