i feel small rough bumps on inside left corner of mouth.you can't see them but feel them. tongue feels strange as well. no swelling, no cold.what is it?

If: I were able to clinically see what you were talking about, i could probably tell you exactly what they were. However, since i can't, i can't. No way to know if it's normal or not. The tongue bumps could be taste buds and the cheek bumps, minor salivary glands. Seeing a dentist in person will give you an accurate answer to your question.

i have little painless bumps in clusters on my top lip that seem to be under my skin had them for 7 months , and some sort of rash on corner of mouth?

Angular cheilitis: Multifactorial disorder of infectious origin. The sores are often infected with fungi (yeasts), or sometimes bacteria, or both. Several nutritional deficiency states of vitamins or minerals have been linked to AC. It is thought that in about 25% of people with AC, iron deficiency or deficiency of B vitamins are involved. Keep a good oral hygiene, try to eat healthier and take a good multi-vitamin.

Herpes: I expect that these bumps are a herpes simplex infection(cold sore). They would have to be examined by a physician or dermatologist to be sure. Treatment is available for herpes simplex lesions.
