Skin discoloration: should be examined by your doctor.  If it is changing in color, texture, temperature and it itches I recommend getting seen as soon as you can.  You will likely need a skin biopsy to give you a correct diagnosis and treatment plan!

Not appropriate: Bactroban (mupirocin) is for staph and strep infections. You are not describing infection. IF OTC hydrocortisone or moisturizer fails to relieve it, see a dermatologist.

A trial of diphenhydramine to see if it relieves would help in determining if it’s an allergic reaction of sorts.
