If truly WHITE: then the only cause I can think of is extremely low blood pressure.  However, if you have another condition such as a rash that makes the REST of your face red, like measles, it could make the lips seem white in comparison.

Pimple?: Sounds like cystic acne, or basically a deep pimple.  Other possibilities could be a bug bite perhaps.  Keep the area clean, use an astringent or otc topical acne cream and see what happens.  If the bump keeps growing get it checked out by a doctor.

SORE ON LIPS: I do not know how long you have had this sore. Does it hurt? Does it burn? Is there a blister on it? Is it crusted? Did you ever have one before? Do you take any medications? A sore on a lip is likely to be herpes, a cold sore. If it's been there for a while, do see a doctor.
