Yes: I agree an expanding hemangioma should be evaluated by a neurosurgeon. Sometimes they can be treated without surgery, but the neurosurgeon should make that call based on the size of the hemangioma and strength of the bone, and whether it is causing pressure on the spine.

approximately 50% are found in the thoracic spine, followed by 39% in the lumbar spine and 7% in the cervical spine.

Is it bothering you?: Hemangiomas are generally observed unless they cause symptoms. IF they are on the skin they can be treated with laser or even injections. I would see a dermatologist or plastic surgeon if you are concerned.
Hard to tell whether you are 17 or 42 and your gender. Hormonal changes may affect some of these lesions. If it is growing a doctor consultation is reasonable
