Webbed neck: Webbed neck is associated most commonly with two different conditions,  turners syndrome and noonan syndrome.   Only turners syndrome is associated with a chromosomal abnormality. The chromosome number is 45( instead of 46) with  only one sex chromosome (x)= 45, x.

Probably nothing: A trace of hemolysed blood is probably not significant unless it is there when the urine is retested. Hemolysis is one of the causes of jaundice in a 16 day old but the child would be pale and anemic and sick and the blood in the urine would not be a trace, but much stronger. Have the urnine checked again.
