Seborrheic dermatiti: This could be a condition called seborrheic dermatitis which is like eczema of the scalp. If you've used selenium shampoo as well as shampoo containing ketoconazole (both over the counter at low doses) i suggest you see your doctor.

i have a rash that started on my neck and has spread to my back. it is not red. it is itchy and bumpy and has what looks like white heads inbetween.  
i used a hair growth shampoo. could this be the cause? my scalp is not itchy at all

See a dermatologist: This is not due to the shampoo which you forgot to identify. No shampoo makes hair grow more.

Itchy scalp: Lavender oil, eucalyptus oil, avocado oil and german chamomile oil are excellent natural home remedies for itchy scalp. Mix these oils in equal proportions and, add some water and finally apply the resultant mixture to heal itchy scalp in a natural way.

Well: First of all sounds like scalp is dry. You need to get the moisture back into the scalp. Now sometimes t-gel shampoo works great. Start there if problem persists see doctor

No: don't wash every day.  Just wash 2-3 times a week and use head and shoulders 1-2 times a week.  Use a quality shampoo and conditioner too.

Assuming that your loss of hair was due to mechanical forces, then it may grow back when you stop scratching long enough.
