Vague question.: How long have they been present?  You may try taking otc antihistamine for up to 4x a day to see if it helps. If the problem worsens or persists for more than 10 days,  see your doctor.

Evaluation : Please see your physician, this may represent a vaccine reaction. Other possible causes include non vaccine related allergic reaction.  On the weekend, Pediatric urgent care is available. Please be seen right away. They will evaluate him for the use of an antihistamine, once he has been seen.

? dry skin: as it is affecting the more exposed areas, however, if symptoms are really bothersome you may want to see a dermatologist, meanwhile, try some skin care techniques: as bathing with cream soap, moisturize your skin right after, hydrate you body well, and avoid prolonged sun exposure, occasional antihistamine might help too, good luck

Not likely: this is more likely a viral rash. Young children can get scarlet fever, which is a strep infection that can cause a sandpaper-like rash, but as the name implies, children will also have fever with this. Remember that many children (15%-ish) will test positive for strep in their throat even if it is not causing any symptoms.

Several possibilities: If really bothersome, see your doctor/dermatologist, otherwise, good skin care, OTC hydrocortisone cream 1% twice a day, if no improvement seek medical advice, good luck

Contact allergy: Can't say for sure - two clues. Itching (histamine-mediated which often implies allergen) and spreads with scratching (often a substance that is carried on the fingers). Poison oak, ivy and sumac are the archetypical contact allergens; there are hundreds of others. Treat with gentle soap and water wash and cleaning everything which contacts it. Antihistamines and over the counter steroids optional.

Cant tell: May be eczema or any of a number of conditions. If over the counter creams do not work it best to see dermatologist for definitive diagnosis and treatment.
