was on high dose of predinsone for 2 1/2 weeks. came off of it and developed a non itchy "rash" on face and chest that looks like bad acne. is this co?

Expected: Acnes is a common side effects after high dose of prednisone. It will go away with time but if it bothers you a lot, ask your doctor to prescribe a retinoid cream for you.

Hard to say but: Depends on how long you have had it...Did  it occur in past .... Possibly contact  allergy(? New soap detergent makeup etc)  hives can occur for no obvious reason ., try Allegra (fexofenadine) or zyrtec ( read labels) if no better see your dr. Good luck.

If the medications is stopped and rash resolves, then medication is restarted and rash reoccurs, this suggests the medication. Other causes are more likely.  Also nice to have many medications available to treat allergies.
