Same: Athletes foot is a type of ringworm on the feet. As opposed to the scalp, groin, r somewhere else. Topical antifungals creams such as lamisil, (terbinafine) micatin, or undecalynic acid will treat athletes foot- dry scales.

Hot foot: Although you are not diabetic this is still likely neuropathic in nature.  Could be vascular issue, also reflex sympathetic dystrophy.  I think your best bet would to see a neurologist.  Do you have electrical devices in your bedroom?   An electrical sensitivity issue could be the cause.

Dermatitis: Which is a fancy name for irritated skin and that is a common area to be irritated- whether form dry skin or shoes rubbing . Try using shea butter there regularly and see if that helps. If it continues see a podiatrist...Athletes foot is more typically on the soles and toes than the area you describe.

Athlete: If you are not part of a athlete team you MUST go as soon as possible (have someone take you) to the nearest Emergency facility.

Dermatitis: This is likely some form of contact dermatitis. It tends to be aggravated by heat and dryness.
I may suggest good moisturizing.
If the skin peels, burns and is red a lot it could be fungal too.
Have it evaluated if symptoms continue..

Not warts!: Yes, you can definitely get athletes foot on one or two toes. It's usually under toes that don't get completely dry after showering. Warts are hard, thick areas without liquid inside. What you describe sounds more like athletes foot. An over-the-counter antifungal cream might help.

Dermatology: Alternate diagnoses as well as possible fungal resistance to treatment is possible. A dermatology exam is recommended. Based on appearance, either treatment versus skin biopsy will be offered in order to secure a diagnosis.

I think you are on: the right track thinking that this could be Athlete's Foot.  Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered.
