Yes: This could happen. There is an interplay between the feet being cold and then the body trying to warm itself up...So the vasoconstriction and vasodilatory interplay often produce that itchy feeling you describe....

Athletes foot: itchy red feet me because by fungal infection called tinea pedis or athletes foot. You may need to try a topical antifungal medication for 2 to 3 weeks to alleviate your symptoms. If your symptoms do not go away you may need to see a podiatrist for further evaluation.

May be pump bump: You could have pressure bumps on the heel which may come from high heel shoes. Pl see attached for the condition's description. You should get checked by your PCP, who can get X Ray to confirm diagnosis or refer you to an orthopedic doctor.

Skin prickly: Do you use sunscreen? If no do so.

What OTC meds are you taking if any. See if they can cause sun-skin reactions.

Has it been hot up there recently? May just be too much sun.

May be poor veins: The legs tend to get blood pooling when we stand up and walk. Competent veins help the blood and fluid to move up against gravity , but bad veins get congested and allow edema to fill causing discomfort and pain in the legs which can be subtle. Support stockings may help.
