Dermatitis: You should get checked by a gyn or dermatologist. 

Is it the clitoris or the clitoral hood.? Spontaneous itching without any stimulation could be from soaps or perfumes or some sensitivity to a chemical. 
If you arent having sex but are rubbing or masturbating then this could be physical irritation. You need to have a thorough conversation to determine the source.

Chemical burns or topical reactions to the soaps used to wash underwear must be excluded. The thing you also want to be sure of is that this is not a manifestation of sexual abuse. She should be seen by a knowledgeable pediatrician and get this diagnosed before treating with further materials.

Itchy private areas: I think you are right on track -this could well be an allergy to something, and I would want to know if you tried any new feminine products, detergents/soaps etc. Certainly fungus likes moist areas and could cause these symptoms. Herpes is usually PAINFUL and would be much less likely. If symptoms don't get better in a day or two, I'd want u to see your gyn or primary doc for a definite diagnosis.
