A few possibilities: This could be due to allergies, dry eyes, or eye infections.  The treatments are very different. For allergies, zaditor (ketotifen) is a good otc eye medicine.  For dry eyes, lubricating tears are necessary.  For infection, usually of the eyelids, start with eyelid warm compress and diluted baby shampoo scrubs.  You should have a baseline exam with your eye doctor.

Your age?: It is hard to tell without you giving us any detail on the history or even your age. Although itching often points to an allergic contact condition( hair preparations especially black hair dye) , it may also be from a skin cancer.  Best to get them checked especially if you are over age 50.

May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it  is a fungus or yeast infection. Try any antifungal like Monistat-derm. Follow the directions of using it properly and if not better in a week, see a Dermatologist if you can or see a family doctor.

will using permethrin only where the itchy bumps are located on my body eliminate the scabies?  it worked last time.  head to toe seems overkill no?

Not overkill: Scabies is not like a simple mosquito bite. Scabies is an infestation of the skin by the mite Sarcoptes scabiei. 
Transmitted by close person to person contact or by fomites (clothing, linens). To prevent transmission treat with Permethrin 5% cream. Apply to all areas of the body from the neck down and wash off aprox 8-14 hours later. Simultaneous treatment of close contacts advised.

my puppy has a fleas. i found two dead fleas in my underwear today but there are no itchy bumps in the area. could the fleas have entered my vagina and/or laid eggs? won't the ph kill them? could they have also entered the hair on my head? pls help?

: Fleas require the animal blood to survive. Their bites are an effort to feed/survive but they die off quickly without at least a daily animal blood meal. I wouldn't worry about becoming infested. They are not like lice that can survive on humans.

hi. i have been diagnosed with shingles, however it has been presenting this entire year. i have itchy bumps on my thigh, behind my elbows and sometimes near my eye, often with accompanying neauralgia. i have been on antiviral medication to no avail?

Does not add up: What you described is not consistent with shingles. It is not feasible to provide a meaningful opinion without examining you and it would be prudent to see a doctor, preferably a neurologist.
