Can check every day: May be big adult lice. The usual plan is to have somebody remove every nit (lice eggs) he can find after the first Nix (or other lice-killer) shampoo. Checking hair and head for lice or nits, every day, will prevent lice from gaining a foothold again. Repeating the Nix (permethrin) shampoo in 1 week helps. As long as any and all nits are quickly removed each day, the lice problem goes away.

Bug: why dont you take a picture of it so it can be identified and then treated
make sure if you treat the lice  the eggs should to treated also and the contacts should be treated also
be sure to comb hair with a fine tooth comb

Cortisone cream: I would advise using a topical cortisone cream and keeping the scalp clean with a gentle shampoo. watch for signs of infection. Please follow up with your physician.

Itchy hair: It could be your scalp is dry.  Use a moisturizing conditioner to add moisture back to the scalp.  That should help.  Ringworm would be very unlikely.  Lice would also be unlikely unless you have had a known exposure.
