Dry skin?: Dryness can cause itching without rash especially in the winter.  Avoid really hot showers and use a good moisturizer.

Lots of things: Many potential causes, and i'm sure i'll overlook some. Could be a very early infestation with scabies, exposure to some irritant, seasonal allergies, dry skin, or pregnancy. It could be something more serious like liver dysfunction. I'd see my gp for an exam.

Urticaria/Hives: It sounds likely you have some trouble with hives (medically called urticaria) and the hunt for a specific cause is often illusive. They are often intermittent and when they occur, can be quite itchy and distressing to the affected. Make sure you keep cool, moturize skin, and take some otc zyrtec or Benadryl (diphenhydramine) regularly for a couple of weeks. If not better, consult your doc. Good luck.

Many possibilities..: Itchy rashes can be from many causes, such as: hives, viral infections, fungal infections, medication causes, hot-tub rashes, heat rashes, reactions to creams or lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc... That means a rash that persists or is worrisome in appearance should be rechecked by the doctors.

Research/action: First try to think of any deviation of your usual activities that could have exposed you to a product (soap, lotion, perfume, etc.) or food that could have triggered the rash. Then avoid it in the future. Most such rashes will be less itchy if you use a mild (.5%) hydrocortisone cream on the site.

Scabies is usually: On trunk only not on limbs.  But you are describing itch without rash, which is peculiar.  This could be medication reaction, allergy to foods or to environment.  Itch could be first manifestation of diseases of the white blood cells, such as leukemia, so go get it checked out.

See doctor: This could have been from the fungus (tinea) spreading or a so-called id reaction if you have athlete's foot.  Since you have already tried hydrocortisone, it is time for you to consult a dermatologist.
