Vaginitis: This is obvious a vaginal infection. Suggest you see the doc to have this checked out.
It might be yeast as one possibility and can be treated easily. The treatment can be correct from the beginning if treated appropriately. See the doc and do not try OTC preparations

Doctor visit: If you still feel itching after the cycle ends, see a doctor. If it resolves, you may be allergic to some product or tampon or sanitary napkin or deodorants that you were using. Do not use any douches! Is there a possibility of leaving a tampon too long or a lost tampon? Feel better.

Hydrocortisone: 1%  hydrocortisone might be helpful, but if the rash is infected with either a bacteria or fungus, it might be a good idea to consult with a dermatologist for proper dx and tx, which possibly  require a prescription med.
