Many possibilities: There are too many kinds of genital rash to even guess at the cause. However, probably not an STD:  most genital rashes are not STDs, and no STD is likely to cause both genital and non-genital rash at the same time. See your personal physician or a dermatologist. Good luck!

Folliculitis: You may have folliculitis, which is an infection of the hair follicle as well as razor burn. This may require topical steroids to treat the itch, burn and inflammation, as well as an oral /and or topical antibiotics. Get yourself evaluated by a board certified dermatologist to get the correct treatment.

do i have herpes symptoms? i have hpv and have had warts. however i haven't had them in 3 years. i started to notice one and now i am very itchy (only at night) and noticed after itching i have red bumps that look like razor burn. i haven't had sex in 2 m

The : The description you give is not consistent with herpes, but it is still possible. Visit your doctor for an examination. If the area in question has resolved, you can request a herpes blood test that checks for antibodies for herpes type 1 & 2. If you are positive for type 2 then you have been exposed to genital herpes at some point. If the rash is still present then your doctor may be able to tell you if it is herpes or not by his/her clinical exam.

Folliculitis: It may be some of the hairs are ingrown and have not yet been able to properly regroup yet. Warm showers with good irrigation of the area and more time should resolve your problem. If there is any concern for infection, follow up with your doctor.

Possibly: Since herpes is a possibility and since there is treatment available for it, you should be examined for diagnosis. This eruption may be a reaction to the shaving or some ingredient used during the shaving,however.

Fungus: I see that you've tried Benadryl (diphenhydramine) and hydrocortisone. The next step is to see your podiatrist. There's a stronger cream that is dual action called Lotrisone that combines antifungal properties with reducing itch and swelling.  Fungus travels to the legs when you scratch your feet in an upwards toward the legs. It can also be a drug allergy or reaction to new laundry detergent, sheets, socks, jeans.

It : It would be incredibly rare to get an std from a razor, and is in fact almost impossible, unless there was blood on it and you had an open bloody spot that you used the razor on.  It is much more likely that you have folliculitis, which is inflammation of the hair follicles which can happen with old razors.  Throw the razor blade away and get a new one.  Use dial or another anti-bacterial soap for your skin and the rash should go away.  If it is worse, more red, or swollen then it would be reasonable to consult your physician.
