Many things: Such as, for starters: 
Trauma- irritation from hair, clothing, vigorous washing, sex, scratching, etc.
Infection- Yeast, bacteria, viral.
Inflammation- dermatitis and other skin conditions.

Yes: It is not uncommon to have a prodrome of burning, itching, pain prior to onset of herpetic lesions.  Often the acute exacerbation stops abruptly before lesions develop. Bubble baths are common causes of genital irritation.

Borderline personality disorder is a pervasive maladaptive behavior pattern involving instability in relationships,  emotional regulation, self-perception, and mood often with extremes in behavior & thoughts of suicide.
