Yes: If there are no sperm in your vagina, you cannot conceive.  Oral and digital stimulation cannot provide this.  However, if he did have ejaculate or precoital fluid he could conceivably be an issue, but if he washes his hands, it should be fine.

Same: The precautions are the same depending on what you're are trying or preventing from happenings. Condoms if fear of pregnancy, hiv, stds. Birth control if pregnancy is not planned.  Even though pcos has lower chance of getting pregnant, it can occur so you still need the precautions. Fingering is ok.

The OBGyns I worked with gave it to their kids around 7.
