why do insurance companies not pay for adult fluoride treatment?

Money: Insurance companies are in business to make money for the insurance company. To do this they have contracts that dictate what they will and will not cover. When deciding what to cover they look to eliminate as many minor procedures as possible as the least number of people will object to this.  Adult Fluoride treatments are relatively inexpensive so very few people object to it not being covered.

Depends on problem: Unfortunately medical care can be expensive.  There are resources out there available if you need to be seen.  If it is an emergency, you must go to the nearest emergency room - they have to take care of you. Repression: You should always start with an evaluation and counseling as forms of treatment. You may have some inner childhood experiences that might be making you repress. Medication should only be a last resort and I am pretty sure there is no medication that can help you unless some psychiatric pathology is found.
