No, unless: It is far advanced.  Ed is usually caused by lessened blood flow to penis, and not affected by inguinal hernia unless it is so large that it obstructs blood flow.  Infertility is caused by inadequate sperm, so an inguinal hernia would not affect it unless it is so large that it affects both right and left testicles.

A hernia repair is indicated if there is significant bother, pain, or increased risk of incarceration (where the intestine is stuck), or strangulation (the intestine loses blood flow and becomes non-viable).

Straining : Raising the pressure in the abdomen with any activity (valsalva) can exert outward force on the hernia.   This will increase protrusion and over time the size of the defect.  If the hernia cannot be pushed back in, have it repaired expeditiously.  If it hurts or you have bloating, nausea or vomitting, it is an emergency.
Just get to general surgeon and have it fixed before you develop complication.

If one has a large, tender lump in the groin that cannot be pushed back in, this requires emergency md attention.
