Warm compresses: Applying moist warm compresses to the area may help bring the ingrown hair to the surface.

: Herpes I/II is very contagious, and oral contact with a carrier can be transmitted to the genital area without sexual contact, from the mouth via hand/finger contact with saliva and incidental touching of the genital area with bath toilet.  Ask your gyn provider to obtain IgG/IgM antibodies tests for Herpes I/II.  If negative, see a dermatologist for diagnosis resolution.

If it doesn't...: ...Bother you, you don't need to get rid of it. If it does bother you, or it's getting bigger, see a doctor and have it removed surgically.

Extra skin: Most likely it is extra skin known as a skin tag.... Or it may be a wart. Most likely something benign.

Get it checked/try: Discharge and a ingrown hai needs to be checked as ther may be infection may need to be treated with topical or oral antibiotics.
Shaving,lack of moisture of the skin,embedded oil in hair follicle or dead skin cell build up can cause it 
Meanwhile you can try to keep it clean by soap and water when you baithe,put warm compresses,you may be able to lift ingrown hair with a twwezer or by your doctor

If : If the area is infected you will need antibiotics, and possibly a procedure called an I&D (incision and drainage). Otherwise, you could try warm compresses to the area three times a day, if it drains on its own, apply an antibacterial ointment to the area twice a day and monitor. If it does not improve see your doctor.

Testing: A herpes viral culture can determine if a rash is due to the herpes virus.  A doctor can perform this if there is an active lesion.  If there is no active lesion, a blood test can be performed to determine if there are antibodies against any recent or past herpes infection.
