: I don't recommend pulling out the ingrown hair or disturbing the black mark. If there's redness or some pus, apply warm compresses, pat dry &amp; apply an antibacterial ointment. If not improved after several days, have a physician examine &amp; advise you.

Shaving issues...: Shaving might cause problems in some people which include ingrown hairs, inflammation, infections. My recommendation is to probably use alternative ways to get rid of the hair if the problem is recurrent. You might need to see a Dermatologist and consider permanent hair removal treatment.

Comedone: This is probably a comedone ( blackhead ) which is basically a skin pore clogged with dried oils . The hole usually means that the pore has been clogged for a long time. I would not advise squeezing this areas.

If it is oozing: If you have an abscess get the hair pulled and drain the pus.  Your doctor will perform an incision and drainage (i and d) if need be.  You may be infected and drainage with antibiotics.  See your doctor.

Remove the hair: Clean area, lance bump, with tweezer-remove the hair. Apply betadine or triple antibiotic cream, until healed.

In-grown hairs: In grown hairs can get infected and cause bumps called folliculitis which need daily cleaning and antibiotics  ( can be topical) usually to resolve. But would f/u/ w/ a doc as we have no picture to evaluate   the particular bump you are referring to.
