Let the expert: your doctor decide ( diagnose ) what it is , see  your doctor  to make sure is not a serious lesion  like melanoma , also if you want it to be removed for cosmetic reason , will make arrangements

: I assume there's no foreign material on your nipple. If there's any suspicion that this could be a new mole you should be examined by your physician, gynecologist or a dermatologist for evaluation and advice.

Probably ingrown: Yes it sounds like an ingrown hair , use a body exfoliant and it will eventually resolve

Maybe: Hard yo day without seeing the area, but this sounds like an ingrown hair. Let the area grow out for a little while between shaving to reduced the development of these.
