Red.spots itchy: The causes are many but likely not.abscess as they would be painful. Consider bites, eczema or tinea. Send a picture or show them to your doctor. All the best.

Rash??: Please go see a dermatologist -- rash is hard to describe but it must be observed and sometimes biopsy is taken.

See a doctor: So you know what it is. Vitiligo is one condition and tinea versicolor is another. Some eczema can also look this way so you need to be seen to know exactly what it is to determine the best treatment.

Doubt whitlow: I'm sure there must be a number of dermatologic conditions that could cause recurrent of lesions in the same spot. Herpetic whitlows rarely recur, and absence of pain is additional strong against whitlow. See a doctor if you remain concerned.

+4 pitting edema?: Who determined that it was "+4 pitting edema?"  if it is simply localized to one small area of the shin then, a medical examination is warranted.
