Normal: I assume you are referring to the scrotal skin only, not the testicles.  If the testicles have become firm see a doc.  Otherwise completely normal.

i have a small whiteish bump inside my scrotum and when i press on it its hard. it doesnt hurt when i squeeze it and its not attached to my testicle. its not itchy or anything and im 26 years old?

: Probably your spermatic cord or vas deferens.  I have felt this in other patients and probably is normal.  If concerned would see your primary care doctor for an examination of the area.

As : As long testes returns to scrotum, there is nothing to worry. You have a condition callled retractile testes.

Possibilities: The differential diagnosis for testicular pain is very broad and can include pain referred from the groin from hernias or structural problems with the spermatic cord like varicoceles.  Immediate pain that does not subside is an emergency.  A serious cause is a possibility, and testicular pain warrants an examination by a urologist, basic urine and blood tests, and a sonogram of the testicle.

Urologist can check: A varicocele is enlargement of the veins in the scrotum, usually above the testicle. If it causes no symptoms, then it should not be an urgent issue, but one can see his primary care doctor or a urologist to find out what is going on. If there is testicle pain, one should be seen right away to make sure there is not a torsion or twisting of the testicle.

Need to examine: What you described suggests a sebaceous cyst. You may wish to see your doctor at your convenience. 
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

: No, it is not torsion, that motion you observe is a cremasteric reflex. You just have an overactive cremaster muscle. There is no known cause for why the cremasteric reflex is exaggerated in certain boys.

health issues: Conditions that can result in testes being softer include varicoceles and prior trauma as well as repeated exposure to wet heat.  Your history of gangrene and fever can also affect testicular health.  A standard scrotal us should not affect testicular firmness.

Get seen: Especially if it feels like a little marble, it's probably an adenomatoid tumor. These are harmless but have his physician check it on his next routine physical exam, or earlier if it grows.
