Clarify question: Do you mean that she is congested, or that she had a study ( CT scan or MRI ) that showed " fluid in the sinus" (infants really don't have much in the way of sinuses anyway)? If congested for less than ten days, it is most likely just a cold, and there is nothing to do other than saline &amp; suction nose if difficulty feeding ( too much can irritate).  If other symptoms, she should see her doctor.

whenever i take a deep breath through my mouth i cough but when i take a deep breath through my nose i don't this stared after a cold its been 3 days sense my cold. why?

: Cold air going in thru your mouth to your throat irritates it while going thru your nose is warmed thru the passage and is less irritating. Once your cold gets better you will be fine.

Exercise asthma: You may have exercise induced asthma. Go to a pulmonologist with some tests he may be able to diagnose this condition. And this is treatable as well.

Breathing: issues need to be checked out by your doctor.  Please see him/her.  One POSSIBILITY is asthma but your doc will let you know and help you.  Peace and good health.

i breath through my mouth and inhalled a flying insect. i felt it stuck on my throat for some minutes, coughed, but it didn't get out.is it dangerous?

Probably ok: You ate a bug or breathed it in.  You will probably be ok. We were just in Ireland in July, didn't see any bugs.  It is unlikely that it got past your vocal cords. So you either ate it or coughed it out.  The acid in your stomach will kill any insect.  Hope this helps,  lovely country.

i get shortness of breath, as if can't breath in enough air, so its easier to breath through mouth. some times chest tightness & cough what could it be?

Many possibilities: See a lung doctor for further evaluation. Asthma comes to mind as most common in your age group, but other conditions need to be considered as well.

Mgt: An inbox consult is available to discuss but I would suggest nasal saline rinses to open the nasal passages. Some kits have an aspirator. This may be used in conjunction with cool air mist humidification. 
Propping pillows at a 30 degree angle can help as well.
