Need evaluation: Moles on surfaces not exposed to sun especially with recent changes are concerning. They should be evaluated by a dermatologist.

You need to see: a Dr,preferably a Dermatologist, for the mole. If it is black in color,or greater than 5 mm in size,you should be seen quickly. Most moles are benign,but you need an expert to tell you and remove it if it needs removal.

Melanoma: If the skin looks perfectly normal there, you don't have to worry about melanoma. If there is residual abnormality, have a dermatologist examine you for peace of mind.

Callus.: If it's not a freckle or mole, it may be a callus. These tend to get very thick, may be painful, and can be darkly discolored on the pinky toe. If you're concerned, ask your podiatrist--if it's a callus they can shave it down and make you more comfortable.

i had a mole between my toes shave biopsies 4 months ago and it has grown back...it came back benign, should i be concerned its growing back?

Yes: Doing shave biopsy on a mole is a bad idea. The lesion should be removed in its entirety and the tissue submitted to a pathologist for examination.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
