2% SA over 2% HQ: You should apply the salicylic acid lotion first and let it absorb for two minutes, then apply the hydroquinone cream. Follow with an antioxidant sunscreen in the daytime.

: Although there is no interaction between the two, however, you may want to start off by applying the Hydroquinone cream every other day x1-2 wks before gradually increasing to everyday to help your skin adjust to the medication. If you experience a lot of irritation, back off to whatever frequency you are able to tolerate but continue to use the Salicylic Acid cleanser daily.

Yes: 2 percent  salicylic acid is keratolytic.

Night 2 percent hydroquinone is ok to use.

Acne Scars: The treatment depends on the problem causing the blemish is it a hyperpigmented scar, a depression, an ice pick, a cyst, etc. Depending on the diagnosis treatments include: bleaching agents, peels, dermabrasion, laser resurfacing, skin needling, camouflage, tattoo, excision, grafting, fillers, fat grafting, puch grafting, soft tissue rearrangement, etc.

I : I suggest you go back to see your dermatologist. You may need a higher dose of the medication, or a change in medication. In addition it's not a bad idea to see an eye specialist (ophthalmologist) for the dark lines in your sclera( white part of eye). There may be other options like laser therapy that may be helpful.

Deacetylation: It is a chemical reaction.  Am not aware of any way to do this at home.  A process to turn salicylic acid to Aspirin is widely known and usually down in undergraduate chemistry labs.

Acne?: I assume you would use it for acne? If not, though, please correct me. So, the answer is yes, but try not to use soap excessively as you may run into a situation when your facial skin is too dry.

Careful: Can help, but may cause irritation. I would say no. Try benzoyl peroxide instead. Dermabrasion for scars and blemishes.
