If so, the described lesions may likely be small moles, and its visible relative size may look varying resulting from skin stretch at erection and comparison to the engorged erect penis. "White small bumps" in the urethra could be HPV but not typical, and HPV16 doesn't usually cause warts. Maybe you're just looking too closely and seeing normal mucus glands. Second, Molluscum Contagiosum may also cause flesh like lesions in that region. Both are sexually transmitted diseases. Other causes exist also. It is important to have a complete vaginal and anal/rectal exam with an anoscopy. See your Proctologist

Get seen: We can't give an opinion without seeing it, even if you send a photo. It may be common tinea cruris, candida, or erythrasma. Each is treated differently. Or it may be warts / HPV. If the bumps are stable, that's what I'm betting.
