Yes: It appears to have not healed totally or properly.   Have an MRI test performed and 
possibly stress films of the ankle.

It can be: If there is no significant swelling or pain, and you are on the recovery side of the sprain it might be.  You might need to use an elastic brace for support. Listen to your ankle. If starts to hurt, stop.

If you have pain and difficulty with walking and everyday activities, do not play and see a podiatrist for treatment and specific guidelines.

Stop the ice.: It's about time to stop with the ice. An ankle support,  along with judicious use of the ankle might be the way to go now. The swelling is a sign that the ankle is still a bit unstable, a type of cast, supplied by your body.

Pain/function: The ability to play sports with an ankle sprain depends on many factors: how much pain do you have? What is your function- can you run and cut with your typical speed and skill? Are you 90% or 70%? How important is this game? Reinjury may increase the severity and cause you to be out for a longer period of time. Yes, taping or a brace would be recommended if attempting to play.  Think big picture.

No: Taping is not for recent injuries.  It is for old injuries to help prevent re-injury.  Taping is too tight and dangerous in the early post-injury stages.  Ace wraps are elastic and can accommodate some swelling.  Right after injury you are trying to reduce swelling, not cut off blood flow.  Use and ace wrap until the swelling is resolved, then start taping for return to sports.

had inversion ankle sprain 3 1/2 weeks ago. the swelling is now gone and i can put weight on it. is kt tape or regular tape best for return to soccer?

OTC Ankle brace: You're better off using an otc brace or splint that trying to tape yourself up at home.  It's not as easy as the professional trainers make it look.  You could also just see a podiatrist - many of us stock simple braces for simple sprains.  These will protect the ligaments of the ankle - that's what they are designed for.
