Not muscles: Complicated tibial plateau fractures that extend into the joint and are 'depressed ' &gt;1 cm. and involve both 'sides' of the joint even w/ excellent surgery/ plating / bone grafting portend a poorer prognosis. Possibly yes, probab: ly not. 
All injuries, surgeries and the Infection would have left a lot os scar tissue which can invove the nearby nerves, causing tingles or pain etc,
Or over the last 18 months or so you could have developed some back issues or which became obvious recently that you are having problems now.
Certainly talk it over with your surgeon and He'll either help you or direct you to the Right person.

Not unusual: Mild discomfort with stretching is not unusual when muscles are a bit tight. Avoid rapid, jerky movements with stretching- stretch smoothly and slowly, and don't "bounce". If you have discomfort with stretching, don't push further; holding briefly is ok. Stretching routinely should improve flexibility and decrease pain. If pain persists, a strain or tear could be present, and may need evaluation.

No.: If you do regular stretching you will maintain the muscle fibers at maximum length. If you stop they can contract and become relatively shortened. The tendons are at a relatively fixed length regardless.
