Cold: If it is an acute problem within the last few days it could be cold, if going on for more than 4- 6 wks it could be related to allergies. In either way try to reduce the secretions with over the counter antihistamine, and may be fluticasone nasal spray. If having fever or colored phlegm may need antibiotic for possible bacterial infection.

Need more info: How long have you had the swelling. It's unlikely to be sinus cavities, and is most likely sub dermal fat that become more prominent with time. Other that plastic surgery there usually isn't much that you can do.

Find/treat the cause: Chronic rhinitis is a common general term to describe allergic, non-allergic or mixed rhinitis.  Allergic rhinitis is most commonly due to sensitization to pollens, animal dander, or dust mite.  Non-allergic rhinitis can be due to irritants (eg perfumes, smoke), infection, structural defects etc. Repeat sinus infections could be due to chronic rhinitis or the cause (if immunodeficiency exists).

Antibiotic RX: 1st see if you have a true infectious sinusitis which may require antibiotics. Your eyes may clear with that. Any "red eye" that persists beyond 2 weeks should be assessed. Most viral self limited redness will clear by then. Any redness associated with visual loss should be assessed urgently.

Yes: Otrivin is a local decongestant, should not be used more than few days in a row, as continuous use would lead to rebound congestion, and shouldn't be used if you have cardiovascular disease, hypertension, diabetes, and others. Phenergan (promethazine) continuous usage can lead to tolerance: you need more of it after some time to have the same effect. See an allergist or ENT/ophthalmologist for management, good luck

Amiodarone: There are a number of schemes to load but to obtain levels one uses 800 mg for 5 day, 600 mg for 5 days, and 400 mg maintenance for 3-6 months and then attempt to lower dose to 200 mg daily. Side effects are followed by monitoring thyroid , chest X-ray and liver function as well as sun screen
