There are condoms made specifically for collection of semen samples that is to be processed for insemination and other assisted reproductive techniques. You need to ask your gynecologist or fertility specialist if this is the only way to collect a specimen.

Why do you need artificial insemination?
What is the quality of the sperm?  Whose sperm are you using?
You need instruction and demonstration.
See your gynecologist / fertility specialist.

Vasectomy : Vasectomy reversals 15 years after vasectomy are rarely successful.  Sperm can be harvested from your epididymis or testicle.  There are different methods ranging from aspiration to extraction under the microscope.  I would make an appointment with a urologist who specializes in infertility.

HIV Load?: The answer depends on whether your HIV-positive partner is taking modern HIV medications, and if so, what his viral load is. If his viral load is undetectable, there is no chance of HIV transmission with intercourse or AI. Sperm washing is generally not recommended anymore, because of the effectiveness of modern HIV medications. If it is undetectable, the virus is untransmittable. Good luck!
