Hair follicles don't grow out of scar tissue, but if the scar is narrow, and the surrounding skin is making hair normally, when it grows back, the scar may be barely noticeable. Maybe: The hair bearing areas are tolerant to some localized disturbance & will often regrow hair after the inflammation settles down.If significant scarring occurs, it can leave a hairless patch. If bothersome to a kid as they grow older, the area can be cut out & the remaining scalp stretched & re-aligned to cover the defect.

With very high doses of radiation there might not be any regrowth.  Ask the radiation oncologist what to expect.
