Chafing: Skin chafing should be treated, so don't ignore it. Gently clean the chafed area with water and dry it thoroughly. After cleaning the area, apply a substance like petroleum jelly or hydrocortisone. If the area is very painful, swollen, bleeding, or crusted, your health care provider may recommend a stronger topical steroid. Zeasorb powder helps prevent chafing and is otc.

Probably not: Consider a yeast infection or intertrigo in this area.  Usually not heat rashes in a localized area with perspiration and rubbing although the heat may aggrevate it.  You may need topical therapy with an antifungal or topical steroid.  See dermatologist if persists.

Keep the baby cooler: Heat rash usually resolves in a few days unless the baby continues to sweat too much.  So dress the baby in cooler clothes or remove a layer of blankets, etc.  Try not to use any topical creams or ointments that can also hold in heat. Not really: You could try it. It will be soothing. You may have to wait until the rash heals on its own.
