Nasal Allergies: There are many causes of dark circles, from age, heredity, allergies, cold or sinus infection, bone structure and glasses which are not so commonly known. Most likely you have nasal allergies, also called Allergic Rhinitis or Hay Fever in lay terminology, for which a lot of OTC meds can be tried initially for nasal/sinus congestion. Check with your doctor at your next visit for prescription meds.

Dark mark on nose: Dark horizontal lines or wrinkles on the nose can be seen in people that have allergies.  It is thought to come from constant wiping of the nose and pushing it up.  Fading creams are usually temporary solutions which may not always work.  If you have allergies, please see your doctor for treatment.

Start with Selsun: Seb derm is common and very frustrating. It tends to come and go with stress, seasons, and sometimes what products folks are using.
Try washing in the shower with selsun blue shampoo (wash your face, leave it on for a few min then rinse) each day. If that fails, you can try an otc cream called florasone which is a plant extract twice daily. Next step is rx, so you'd want to see your dermatologist.

i have dark marks on my face that i just can't get rid of. they are mostly near both sides of my nose due to wearing glasses. what can i do?

Ecchymosis: If the marks are in fact due to constant pressure from the glasses, you will need to consider changing your glasses, using contacts or giving your skin as much rest as possible and changing the rest position of the glasses often. You can also try applying Arnica lotion you can get from health store (GNC, Whole foods, etc.) since it may be due to ecchymosis rather than PIH.

Allergy line persist: You are probably describing a transverse nasal crease or "allergy line" due to exactly what you thought, rubbing your nose vertically, the "allergic salute". Get you allergies taken care of and over time it may partially fade. If vanity requires try covering with makeup.
