can i put dry ice on blood blisters forming on my scrotum to get rid of them? i'm getting blood blisters & have been popping them, but they keep coming back. some dried out & formed skin bumps. itchy.

You can but: yes you can but to be more effective you need a warm compresser it might be able to control them and get rid of them
the cold will cause constriction of the bloos vessel and make it look smaller as well 
our experience with this king of lesion warm might work better

Blood blisters: These are likely small telangectasias or benign dilated veins. They can be treated with a laser likely with a dermatologist in office.

Angiokeratomas: These are probably not blood blisters, but rather angiokeratomas (of fordyce).  You can read more about them here:

there is probably no good way to prevent them as they are genetic, but there are good treatments.  He should see a dermatologist who will help guide him.

How long???: "a while" does not qualify as an estimate of time. Days, weeks, months???? If they really are blood blisters, present several days, they will resolve in 1 or 2 weeks.

Abscesses?: Abscesses, boils, small carbuncles, etc. or whatever they may be called are very tough to treat and are often caused by underlying bacterial skin infections that occur locally and can "come and go."  As you desribed, they may leave scars or marks where they were.  See a Dr. for an exam as sometimes daily antibiotic treatment for suppression may be helpful, etc.  Best wishes.

Penis bump: Penis bumps can be many things. Some STDs, some not. Only general advice can be given without a photo or physical exam. Top 2 photos are non-STDs: Fordyce spots (sebum which can be extricated by M.D. or left alone), Infected hair follicle (plucked and kept clean). Bottom 2 photos are STDs (HPV and Molluscum) to be evaluated by your MD so s/he can rule out other STDs and council you for prevention.

Chronic irritation: The tragus is composed of cartilage which gets it blood supply by diffusion. It is prone to an infection, and this could be an infection without purulent material. Constant irritation could make it look like a blood blister. It would be best to remove the piercing to get the tissue to heal. Clean the site with saline, apply antibiotic ointment every eight hours, and do not pierce until healed.
