Yes and Yes: To have a burn scar be red after one week is not atypical.  It depends on how deep the burn is.  The more superficial the burn, the faster it will heal.  You should protect the area from sunlight.  Often very superficial burns can be treated with OTC 1% hydrocortisone cream.  TO be safe, if you have any questions, you should see a plastic surgeon who treats burns.

Doesn't matter: If it is a burn scar. We only know that it was a deep enough burn to leave a scar. If it is a small area, it may be improved in appearance with a minor scar revision. See a surgeon certified by the american board of plastic surgery to see if this is possible or advisable.
