Why?: Why do you want a wobbly tooth.  Healthy teeth do not move or wiggle.  They are not supposed to be loose.
If you have loose teeth then you should see a dentist and see why this is happening.

It shouldn't: Filed down for a filling, crown or a simple bite adjustment? More information would be helpful.  For a bite adjustment the amount removed is minimal. For all restorative treatment you can be given local anesthesia if necessary.

Up to you: If the chip occured because you have a cavity in the vicinity, then the cavity will progress and you will eventually need root canal therapy. If the chip is just from trauma and there is no decay, then restore it or have it smoothed down. Since you can't tell if there is decay, it's best to have a dentist look at it.

Yes: In most cases you need to numb the nerve in order to do a crown unless the tooth's nerve is out
however, i had few patient that i worked on that were able to tolerate doing crown without a shot.

Unfortunately No: Teeth that turn dark can do so after root canal therapy, if they need root canal therapy, or if they have a large silver filling. All of these causes can be addressed by your local dentist. The toot will not repair itself or lighten in color on its own.

Stained tooth: Depends on what has caused the stain and where it is.  If it is a surface stain, it can probably be removed by a dental cleaning. If it is an intrinsic stain, meaning the stain is within the tooth structure, it might be able to be lightened with tooth whitening.
It is also possible that it is not stain, but decay.
Your should have it evaluated by your dentist who will suggest the proper treatment.

Why not?: As long as you have enough crown to root ratio and good occlusion, a new crown will last.  Consult with your dentist.
