Pediatrician time.: Hopefully, a pediatrician here will reply - but I have a feeling they may also suggest taking your baby to the doctor. Don't use otc drugs on such a young child without a doctor's advice. Do try to have the baby drink water as much as possible to help thin the congestion. Best!

Hmm: You can gargle with salt water or take a mucolytic like "mucinex".  Also avoid dairy.  If you have worsening chest symptoms see a doctor!

Difficulty breathing: Have you been evaluated for COVID 19? Are you hydrating well (especially with warm fluids)?   If you are stuggling to breath than you really should get emergency treatment.

See physician today: Without knowing more detail, if your daughter seems to be having trouble breathing she should be examined as soon as possible. Costochondritis would not cause any of her symptoms

Nasal saline: Monitor the baby's temperature, use nasal saline as needed, to clear nasal passages provide usual formula and keep the baby well hydrated. 
Please have an evaluation to exclude pulmonary diseases such as pneumonia. If there is respiratory difficulty, please see the Emergency department.

Chest phlegm: Warm steamy showers work well. Warm tea is very soothing. Try some vitamin c and take a multivitamin. Drink plenty of fluids and get plenty of sleep.   If this does not work. 1600 to 2400 mg  of Mucinex (guaifenesin) works well.  This is greater than the recommended dose. Feel better.

Bronchitis: Could be a bronchitis superimposed upon a viral upper respiratory infection but the main suggestion I have is to see your Primary Care Provider for evaluation which may include a blood count/ chest x ray.
