If you did the test: Correctly, it is reliable. Since you are having a period and hpt is negative, it is very unlikely that you are pregnant. If you have not had your period, repeat the test in 4-5 days, use first morning urine and follow the instructions in the kit carefully. If you do not wish to be pregnant, please use contraception consistently rather than relying on plan b.

Yes: Plan b is safe and effective - it works over 85% of the time if used within 72 hours (3 days) of unprotected sex and about 80% if used within 120 hours (5 days).  There are few complications, but there are side effects occasionally, like nausea and headache.

Plan b: I'm not sure i can fully answer this question but i will do my best. If you aren't on any form on birth control and you have taken Plan B once then you are fine, it becomes a problem when you rely on Plan B and take it multiple times within a few months. At that point i  would recommend talking to a doctor about birth control pills and other methods otherwise it is safe from the situation i listed.

Efficacy of Plan B: Plan B pills contain a high dose of the active ingredient Levonorgestrel, which is a second generation progestin.  Progestins, just like natural Progesterone cause the uterine endometrium to slough thus causing a period.  It works mainly by stopping the release of an egg from the ovary.
It is possible that it may also work by preventing fertilization of an egg and its attachment to the uterus.

Yes: Plan b is there, of course, because the better method plan a is not present. 
Plan b does work. The sooner it's taken the better it works. The effectiveness gradually decreases over the next 5 days
a newer emergency contraception called Ella (ulipristal acetate) has more even effectiveness over the next 5 days.

Plan B: is like an alternative to 'Plan A". In other words if you are using one form of birth control but it fails, you can then use Plan B as part of a back up plan. It is an emergency contraceptive.
