On Implanon: You are on Implanon so it should be negative. Home pregnancy tests are very accurate. They are the same tests used in a doctors office. They can detect a pregnancy 7-10 days after conception. The best time to take one is when you miss your period.  If you doubt the result you can repeat it in 1-2 days. If you were pregnant the hormone level would rise enough for detection.

Wasting Money: I do not know where you got the two week rule, but first and most importantly is that you must miss a period before a test is wise to perform. The morning after the first day of a missed period is the best time to test. Testing too soon wastes money on potentially invalid results.

About 4 weeks...: If a woman does a pregnancy test correctly, after missing her regular period for 8 days, and the result is NEGATIVE, she is now not pregnant and can actually wait 4 weeks (or the length of one full cycle) before doing another pregnancy test. If a normal-looking period occurs in about 3-4 weeks, she is presumed not pregnant, but can retest at that time if she worries a lot.

However, it takes about two weeks for the embryo to make enough HCG to produce a positive pregnancy test. Blood test may be done a day after a missed period. Home pregnancy tests should be done 4-5 days after the missed period. If the result is negative repeat the test in 4-5 days. Use first morning urine and follow instructions for the test carefully. If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

Both appropriate: It may just be that you are pregnant, but the test wasn't sensitive enough.  Most urine tests are positive at levels of 15-25 depending on name brand.  Blood is positive at 5miu/ml.  In addition you may not have ovulated this month.
