You aren't ovulating: There is a syndrome called post tubal ligation syndrome, which we believe results from interruption of blood supply to the ovaries.  It may be that that you are experiencing if your cycles have been aberrant since the surgery.  It also could reflect a peri-menopausal state with anovulation.  You could do a course of oral contraceptives for three to six months to see if you can re-regulate.

Tubal ligation: It is possible to become pregnant after tubal ligation.  The ends of the tubes can grow back together and sperm can then travel up the tube to be fertilized.  See your health care provider and have a quantitative Beta HCG pregnancy test to see if you are pregnant.  Tubal pregnancies are more common in this situation.

Take pregnancy test: Tubal ligation is a great form of contraception but it is not 100% effective.  If your period is late you need to find out if you are pregnant.  Pregnancy following having your tubes tied can be ectopic (outside of the uterus).  Symptoms include irregular bleeding and abdominal pain. This is dangerous and requires evaluation and treatment.  See your doctor immediately.

If this is a recurring problem you should be evaluated. Infections &amp;  hormonal changes can cause spotting. If there is a concern for pregnancy then do  a home pregnancy test .  There are many options available to help regulate the menstrual cycle. Schedule a visit.
