Headache: would stay for some time if it is sinusitis, Flonase alone might not help, also viral meningitis headache might still be the cause, although with absence of fever is rare, neck pain could be due to pharyngitis as well, you need a second opinion, it's your right and no offense to the first evaluating doctor, diseases change course and evolve with time

The pain it triggers with neck movement is a direct result of the irritation that causes. You could have a situation early in meningitis where not enough irritation was present to cause pain, but it usually progresses quickly. You're not going to have it a day or 2 with no neck pain.

Ask her doctor: Viral meningitis presents with headache, sometimes sensitivity to light or sound, nausea, vomiting, fever, stiff neck, malaise, sometimes mental changes and the spinal fluid shows findings which are not compatible with bacterial meningitis. Your mom should get better fairly quickly and be back to full health soon, but if you have questions, ask her doctor.

Varies: Most often you are contagious as long as you have fever. So fever free more than 24 hours is a good determination that you are no longer contagious.
