No: Bacteria do not remain dormant in blood. However, we all get transient invasion of blood with bacteria from activities like brushing teeth and having bowel movement. In a person with weak immune system, such, otherwise benign, bacteremias can cause sepsis.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Diagnosing UTI: Group D strep and similar strep are normal in the vagina and can contaminate urine. But in a clean sample, GDS is not normal in urine, and it can cause UTI. Symptoms alone don't diagnose UTI. If true UTI, you would have increased WBC in urine (or positive leukocyte esterase dipstick) and culture showing over 10,000 GDS per ml. If so, you need treatment for UTI. Ask for infectious disease consult.

Unlikely: Sepsis is a specific medical term meaning you have high heart rate (&gt;90/min), respirations (&gt;20/min), fever and high WBC count. Any 2 of these may be sepsis.
