Different things: There are many causes of bumps on the penis.  They can be actual bug bites.  Scabies is also possible.  There are other disorders like lichen planus, urticaria, follicular eczema, psoriasis, or an allergic reaction or contact dermatitis.  Infections can include warts or molluscum.  Herpes can present with bumps, but they are small painful blisters.  Would recommend evaluation by a dermatologist.

for mosquito bites with bigger reactions- does this mean the mosquito sat on my skin longer and extracted more blood and injected more of the substance that causes itching?

: That is one possibility! It could also be that the mosquito was bigger! Either way, icing the area will decrease the itching and applying calamine lotion will also decrease the itch. As you know, it goes away even without any treatment!

Exudate vs. pus: The clear fluid is likely exudate, a response of your body to the injury.  Cool compresses with aloe vera gel may help.  Liquid which is opaque or colored could indicate an infection, which should likely be treated by your doctor.

That is a pretty: Normal reaction. To determine if you are PPD positive , you will be checked for induration (not  an overt bump).

Skin: Intact skin and mucous membranes are the bodies' number one defense against infection.  Insect bites disrupt that and if you are a skin carrier of staphylococci they may create infection in the form of boils, or skin abscesses.
